When the town council of Marlow replaced paper parking tickets with a phone app, officials predicted that revenue would rise and complaints would fall. Within a year revenue did rise, but so did complaints: many elderly residents, who had no smartphones, were fined for not paying. The council then installed coin machines in three car parks. Complaints dropped, but revenue fell again, because drivers who had been paying large fines now paid only the normal fee. One councillor remarked that the app had never been a failure of technology, but a failure to ask who would use it.

- APart of the first year's extra revenue came from fines, not from more parking.

The text says revenue rose in the first year, while many elderly residents were fined because they could not use the app. After the coin machines appeared, revenue fell again because these drivers now paid only the normal fee instead of large fines. So part of the earlier increase came from fines, not from more parking. "The app failed because of technical faults and was withdrawn" is wrong: the councillor says it was not a technological failure, and the app was not withdrawn but supplemented with machines. "Older residents deliberately refused to pay for parking" is wrong: they could not pay because they had no smartphones. "The council's forecast about falling complaints proved correct from the start" is wrong: complaints rose in the first year.
