When the town council of Alder Bay replaced paper parking permits with a smartphone app, officials expected complaints from older residents. Surprisingly, the loudest objections came from young drivers, who said that the app's constant notifications made them feel watched. Older residents, by contrast, adopted it quickly after volunteers from the local library offered weekly demonstration sessions. By the end of the year, the council reported that fines for unpaid parking had fallen by a third, but it admitted that the drop might owe as much to a new fine-free grace period as to the app itself.

- CThe fall in fines cannot be credited to the app alone.

The council admits that the drop in fines might be caused "as much" by the grace period as by the app, so the app cannot be named as the only cause. «The fall in fines cannot be credited to the app alone.» is therefore supported. «The app was the only reason why fewer fines were issued.» contradicts the council's admission. «Young drivers found the app harder to use than older residents did.» is wrong because young drivers objected to the notifications (feeling watched), not to difficulty of use. «Library sessions helped the council to avoid all complaints.» is wrong because the sessions helped older residents only, and young drivers still complained loudly.
