In Reported Speech after the reporting verb said (Past Simple), the tenses shift back: Present Continuous (am reading) becomes Past Continuous (was reading). The pronoun I becomes he, and now becomes then or at that time. "Tom said that he was reading a book then" and "Tom said he was reading a book at that time" follow all these rules. "Tom said that he was reading a book now" keeps now. "Tom said that I was reading a book then" has the wrong pronoun. "Tom said that he had read a book then" uses Past Perfect instead of Past Continuous. "Tom said that he reads a book at that moment" does not shift the tense and changes its meaning.
